My book gives it as still being pinkish and with broader single leaves?
I have looked through the Hogweed group as well but apart from Lesser Water Parsnip I can't get anything to fit from there and even with that one the flower heads don't seem to look right.

the flower is very Valerian with it's long stamens , but the leaf doesn't seem to fit

Common Valerian, usually pink flowers, but also comes in white.

Rather looks like it is a pure white form of Common Valerian which has become established at that site, with no pinkish forms around. At least 20 plants scattered around there.
Thanks for the help. Next time I go there I will specifically look out for any pinkish forms.

I agree with Hoary Cress, Pam. It's fairly distinctive compared to other members of the family and the leaves look right too.
