I'm always astounded when (for instance) councils dig up roundabouts and put in traffic lights instead and then seem surprised when the traffic doesn't flow as well. I always figured they had more expertise and had actually worked out in advance that it would improve matters rather than making things worse. I think the same goes for all that is Brexit. They don't seem to think it out in advance, just wait until it all goes wrong.
